Consortium of McConnell Dowell Constructors, Abigroup Contractors, ACCIONA Agua and United Utilities Australia delivered design and construction of the desalination plant.

Scope of Services

• Develop Tender Schedule and award of the two separateable portions of the project, SP1 50 GL and SP2 100 GL per annum.

• Design schedule

  • Identified Design Items required to be re-designed or issued additionally for the SP2 portion of the plant.

  • Processing Design – dates confirmed with Process Design Engineer.

  • Balance of Design – dates confirmed with Balance of Plant Planne

• Procurement schedule

  • Identified procurement items required for 100GL

  • Reviewed long lead durations with the procurement planner

  • Scheduled procurement items to achieve ROS (required on-site dates)

  • Further detailed procurement analysis of the deliverables is highly recommended when the design becomes available.​

• Construction schedule, the Civil & Building workflow optimization from SP1 to SP2.

  • Structural & Mechanical tasks enabling a smooth transition between project phases.

  • An electrical work access review and a detailed schedule were submitted for verification against the current plan. Electrical tasks updated with the mechanical schedule.

  • SP2 begins after SP1 completes; while conservative, some sub-areas could be accelerated with further planning once the IFC design is available.

• The commissioning schedule was developed and logically connected to the commissioning of SP1, followed by the Ready for Commissioning (RFC) milestones for SP2 areas of the plant. Commissioning activities were verified by the commissioning engineer.
